Is it still worth it to take this upgrade with the new skimmer rules.
Can I make pop-up attacks?

Yes you can make pop move 6" floating over terrain shoot then move behind cover again it sucks and I played against a guy in the 1651 that kept doing it although I tied him everyone else lost against him.

The only thing I've found is that on falcons it is a bit pricey. Falcons are already one of the hardest things to take down in the game, and you can ususally count on the "always glance / roll twice take the lower / ignore stun shaken" to get you through the tough parts of the game.
Here is my question: Banshees. Are they actually worth it? I have a hard time wounding with them.

Banshees are lik dark eldar witches IMO.
Make sure you get them into HtH with power armor and you are king let them get shot and you loose.
That will be one of the hardest things to transition from Chaos to Eldar.
Chaos are mutipurpose Eldar do one thig very very well with no tolerance for being used incorrectly.
Once again my opinion Tim and Mark could weigh in a bit here as well.
