As I mentioned a few weeks back, Here is the "Orca-lite" Tau flying Transport.
Basically, These rules were designed largely by looking at the preexisting Orca Rules, Dropping it's cost, structure points, and transport capacity by 66%. This led to a 1 structure point flyer that could carry 18 troops and cost 150 pts. This seemed rather light. Additionally, This vehicle is marginally better armed than the orca overall(though this is debatable), so I decided to add a flat 100 additional points (66%) to it's cost.
compared to the Imperial Valkyrie (it's most notable non-xenos equivilant), It matched it's armor value, has a comparable weapons loadout (though they are rather different in type and the valkyrie begins to excel when it begins upgrading weapons mounts). The big difference compared against this is that the Crayfish carries 18 troops versus the Valkyries 12. This comes with a 50-100 pt increase depending on the valkyries weapon mounts.

It's a way of replacing the old VTOL rule. A flyer with hover may function as a flyer or a fast moving skimmer over the course of the turn. It is only by slowing down to "hover mode" that flyer can deploy non-jump infantry troops. It's a standard for troop carrying flyers.

How does that play out when enemies are shooting at it? (Hover mode that is)

If it was in hover mode (which is declared at start of turn), It would count as a fast moving skimmer INSTEAD of being a flyer.(therefore all of the flyer bonuses go away while in hover mode).
The only really interesting note is that in our flyer rules we make a distinction that flyer in hover/VTOL mode still stay on their tall base and use it for determining LOS to and from.

No problem with the rules. What does it look like? Can battle suits actually fit in it?

I'll try to get some pictures up of this and the Anglerfish drones in the next day or 2. The Crayfish is largely a plump little dropship with 2 vectoring engines out the front sides. The tail kinda of shrinks back like a lobster tail. with a door frame from a falcon gravttank at the end. The suits eject from a lower port. on the underside.
