No. But it seems as though that codex was the first of the codexes to be released with 5th edition in mind (even though it came out long before the 5th ed. rule set).
So I wouldn't hold your breath waiting for a brand new one. The one available in stores today is basically the 5th edition one.

First off welcome to the D Co site, as I'm seeing that your posting here for the first time, I hope you feel at home.
Secondly, what about veterans do you mean? Frame your question a little more accurately and I'm sure someone here will be able to help you out.

Check the FAQ that came out.
Company vets are pretty much sternguard without the special ammo

The Veterans in the DA codex are listed as that, just Veterans. So does that mean if I played DA, I could not use the Sternguard and Vanguard?

No. You don't get to take Vanguard or Sternguard from the Space Marine book, but you could always just ditch the Dark Angel Codex and play "Green Marines" using just the Space Marine Codex - which lots of guys opt to do.
